Democrat Jon Tester was declared the winner over Republican Rep. Denny Rehberg at midday Wednesday in the hard fought Montana race, in which an estimated $40 million was spent in a state with fewer than 1 million residents. See results Tester’s victory, which gave Democrats control of 52 seats in the Senate -- along with one Independent, Bernie Sanders of Vermont, who caucuses with them and nearly always votes with them – kept their effective edge in upper chamber of Congress at the current 53-47 balance. And there were still two wild cards to be played: The North Dakota Senate race was still too close to call. With 93 percents of the precincts counted, Democrat Heidi Heitkamp was clinging to a lead of just under 3,000 votes at midday Wednesday over Republican rival Rep. Rick Berg.
